Plāns ietver mērķus un pieejas šādos stratēģiskos virzienos:
• Stratēģiskais virziens nr. 1: Optimizēt HIV profilakses, diagnostikas, ārstēšanas un aprūpes rezultātu;
• Stratēģiskais virziens nr.2: plašākas iespējas veselības stāvokļa uzlabošanā, izmantojot HIV atbildes;
• Stratēģiskais virziens nr.3: veidot spēcīgas un ilgtspējīgas sistēmas;
• Stratēģiskais virziens nr.4: samazināt neaizsargātību un novērst strukturālus šķēršļus, kas kavē piekļuvi pakalpojumiem.
